VAVS REPRESENTATIVE &
DEPUTY HANDBOOK
The U.S. Veterans Administration Center for
Development & Civic Engagement Office or
formerly Voluntary Service (VAVS), oper-
ates the largest volunteer program in the
federal government supplementing staff and
resources in all areas of patient support.
VAVS Purpose and Structure
Purpose: To assist with the coordination of plans and
policies for community participation in VA’s Programs,
and provide support for its needs. Membership: 1 Rep-
resentative and up to 3 Deputy Representatives per
certified Organization.
Member Selection Process
The source for appointment nominations may vary in
each Organization. Many originate at a local level, or at
other levels of the Organization that are deemed re-
sponsible for a VA territory or region.
Individuals are nominated using that Organization’s
nomination forms at the local and state-level as de-
fined by that Organization.
Final Certification is by the National Certifying Offi-
cial of the Organization.
VA is not involved in the nomination process unless a
nominee is rejected after a background check or is con-
sidered unacceptable. Appointments are not official or
in effect until notice is received by letter to the specific
CDCE Manager from the Organization’s National Certi-
fying Official.
Membership Qualifications
Be a Registered Regular Scheduled (RS) Volunteer
at the VA facility.
A sincere interest in the welfare of hospitalized and
other Veterans, and a desire to help them
The ability to work with others
Knowledge of your organization and the ability to
communicate and disseminate information
Attend Regularly Scheduled Quarterly Meetings

Recruit Volunteers from your Organization and
its Branches for the VA.
Promote within your Organization the donations
of financial & material goods to the VA.

you by the VA (hours, donations)

CDCE/Community
Council Meetings
VA CDCE/ Community Council meetings are
attended by VA Leadership and Program Man-
agers, and all Certified Organizations CDCE
Reps and Deps. The purpose is to have a flow
of information between the VA and the Organi-
zations as to status, needs, and issues of the
VA, and what the partner Organizations can do
to support those needs and issues.
Four meetings are held annually. Reps and
Deps are responsible to attend at least 3.
If an organization is not represented at 3 meet-
ings in a given year, the Organization needs to
consider replacing their members. The VA has
the right to terminate the Organization’s Mem-
bership if attendance guidelines are not met.
Members may be excused from a regular
scheduled meeting only when the Committee
meeting conflicts with their attendance at their
Organization’s state or national convention.
CDCE/Community
Council Minutes
Issued to each Organizations Representatives
and Deputies by mail. Read, understand, and
share the information in the Organization.
Follow up on open agenda items
Share information reflected in the minutes with
members of your organization.
Annual Joint Reviews (AJR)
The purpose is to assess the organization’s partici-
pation in the VAVS Program during the preceding
year and to develop goals for next year.
It is the Representative’s responsibility to know
the month your organization is scheduled for their
AJR. The VA will typically notify the Rep.
Make an appointment with the CDCE Program
Manager to conduct your AJR.
Have the information required for the AJR avail-
able to prepare for the report.
Discuss the organization’s achievements.
Discuss issues, concerns, goals – make sugges-
tions for improvement.
Quarterly Reports
Provided by the CDCE to track volunteers and activ-
ity monthly by organization, and to provide informa-
tion on donations made by the Organization and it’s
Branches. Information will be provided to Represen-
tative which includes volunteer names, number of
visits, number of hours and FY totals as well as stu-
dents and occasional volunteers.

SAL National VAVS Representative
INSTRUCTIONS
PURPOSE:
The purpose of this form is to certify members of The Sons of The American Legion to
represent the SAL at local VA Hospitals and Medical Centers for the purpose of informing all
members of volunteer opportunities and donation needs. The SAL member nominated should be
familiar with the VAVS program and have the intent of serving in this vital position. A Deputy
and/or Associate representative can also be appointed to assist an SAL VAVS Representative.
The Associate (if applicable) is an SAL member serving the local VA in one State, but residing
in a neighboring State.
PROCEDURES:
1. The VAVS nominee must be at least 21 years of age as of the date of
application. This does not affect the age of volunteers in hospitals as they are
governed by the Director of the VAVS program at the VA medical facility.
2. The term of this appointment is indefinite, but will be terminated upon non-
performance of minimal guidelines. Appointments may be made at any time with the
appropriate nomination form signed by the Detachment Adjutant and VA&R
Chair. Upon all approvals, the nomination form should be sent to the SAL
National VAVS Representative, for final approval. Approval will also be needed
from the VA&R Chair from the neighboring State, if the applicant will be an
Associate Representative to the VA from that neighboring State.
3. Upon all approvals, the SAL National VAVS Representative will notify the
appointee, all signatory, and CDCE Chief of the respective VA facility. Appointee
will ensure that he be given from the VA the assignment VAVS Committee-
Representative or VAVS Committee-Deputy in the case of a Deputy
appointment or VAVS Committee-Associate in the case of an Associate
appointment, and that his Primary Organization be affiliated with the Sons of The
American Legion.
4. A Deputy or Associate VAVS representative is optional, but, if nominated will
assist the SAL VAVS Representative in his duties as described by the Director
of the VAVS program at the medical facility.
FORM:
1. Complete all items applicable. The section “Additional Information” should be
completed on nominees as to past experience or qualifications if any.
2. The form must be signed as indicated, with final approvals by the Sons of The
American Legion National VAVS Representative.
3. A copy of this form should be kept by the Detachment for record purposes. Each
Detachment, and the SAL National VAVS Representative, is responsible for
maintaining records of their hospital representatives.

You may or may not have heard, but The American Legion has finally granted our request to allow the Sons of The American Legion to Certify our own VAVS Representatives and Deputies at VA Hospitals and Medical Centers across the Country! This resolution was passed by the SAL at the Fall 2022 NEC Meeting, with subsequent approval by TAL at their Spring meetings. This has been a major undertaking by our VA&R Commission over the last couple of years, and is a major accomplishment for all of us with The Sons of The American Legion!
There is a large untapped need at every VA across the Country for volunteers, support, and the fulfillment of needs for our Veterans. This is now our opportunity to fill those needs without time delays, unnecessary red tape, and extraneous levels of approval that only delay our mission. Simply stated, a VAVS (Veterans Affairs Voluntary Service) Representative and/or Deputy appointment allows our Organization to have a “liaison” to a VA facility. That individual then communicates what needs there are to fill and what ways there are that we as Sons can help, in each and every VA.
Attached is a short brochure describing the role of a VAVS Representative and/or Deputy. It is a volunteer position that is available at EVERY VA FACILITY, with over 155 facilities in the U.S. Each VA can have 1 Representative from the SAL and multiple Deputies. The Sons of The American Legion is currently 1 of only 41 Veteran and/or Community Service Organizations that is authorized by the Dept. of Veteran Affairs to be a member of the National Advisory Council, providing these positions and services at VA facilities.
It has been a cumbersome process to appoint VAVS Representative and Deputies up to this point, but that has now ended with our new ability to certify these positions across the Country. A Certification form is also attached to this email. An appointment to a Representative or Deputy now only requires the approval of the Detachment Adjutant and Detachment VA&R Chairman. Note: Associate positions are for a Representative or Deputy who will be at a VA that is in a neighboring State from his Detachment.
PLEASE, PLEASE, PLEASE, identify 1 or 2 individuals to serve in these capacities at your neighboring VA. If you have 5 facilities within your Detachment, then line-up members for each of the 5. This is such an important role, and is so important that we build on what we have. We currently have Representatives and/or Deputies in 31 VA facilities across the Country. That means we need to fill the other 124!

Sons of The American LegionHERE IT IS, Veterans Haven South BBQ
It’s time for the 21st Annual Sons of The American Legion and The American Legion Auxiliary Bar-B-Que and Horseshoe tournament at Veterans Haven South on Sunday at 12:00 noon July 30th sponsored by The Detachment of New Jersey and The Auxiliary Department of New Jersey. The horseshoes and washers will start at noon. Food at 1:00. Tours will be available. You may wish to bring a lawn chair.
All are welcome to come down and have a good time with our veterans, who are in need at this time, but wish to get back out there on their feet to be again productive members of our great country.
As you may well know this facility has been expanded to almost 100 beds for homeless veterans in New Jersey. The state of New Jersey has made their commitment, but we as an organization must help to keep this alive. Please help to continue a worthy cause, not just on this day but though out the year and forever, to take care of our own.
To get on with what’s going on, at the Bar-B-Que the Detachment and The Auxiliary will be supplying:

• Hot Dogs
• Pork (pig)
• Condiments’
• Paper products
• Soda
• Corn
Anyone wishing to bring a salad or a personal specialty is more than welcome. The veterans down here don’t get home cooked food that often. Their meals come from the hospital (YUCK!). Not store bought! If you do bring something put it in an aluminum pan ½ size or full size so it can be heated or chilled and you can leave it. One will be enough with others bringing theirs.
Remember this is about the Veteran Residents at Veterans Haven; this is not about The Sons of The American Legion. Please take the time to talk with the residents, play horseshoes or washers with them do not just hang out with just the Legion family. There will be no long speeches or introductions. Dress comfortably, bring cap (does not have to be worn all the time) bring a chair, take pictures and have fun with the resident veterans. This BBQ is for the 2021-2022 year, Commander Henry Hasselhan’s Year.
Always welcome are gift cards ($25) WAWA or ($50) Walmart these denominations make it easier to be distributed evenly.
